Whether applying for licensure directly or applying for licensure through reciprocity, verification of completion of the above courses must be submitted to Alaska DEED before the expiration of initial licensure. Additional Training Requirements
The Alaska Department of Education and Early Development require applicants who direct certify to complete four mandatory trainings. Applicants who apply for teacher certification through reciprocity are exempt from the mandatory trainings.

Field Placement Requirements
In the state of Alaska, before student teaching can begin, students must receive a Student Teacher Authorization. Student Teacher Authorization applications may take up to four months to be processed. To apply for a Student Teacher Authorization, the student must submit all necessary items in a single packet. The packet must include:
1. A completed Student Teacher Authorization Packet
2. FBI applicant fingerprint card (FD258) or previous background clearance
3. Verification of passing scores on an approved Basic Competency Exam (BCE)
4. A completed Student Teacher Program Enrollment Form
5. Online payment receipt, money order or cashier's check

The Arkansas Department of Education requires applicants seeking licensure in Early Childhood (P-4), Elementary Education (K-6), Middle Childhood Social Studies (4-8), or Secondary Social Studies (7-12) to provide documentation of the successful completion of:
-Three (3) college credit-hours in Arkansas History at an accredited institution of higher education or;
-Forty-five (45) hour professional development piece in Arkansas History through ArkansasIDEAS
Individuals applying for licensure through reciprocity may qualify for a one-year Provisional License if the Arkansas history requirement has not been met upon initial application. The applicant must show verification of having completed the requirement prior to expiration of the Provisional License.
Additional Training Requirements
The Arkansas Department of Education requires applicants to show documentation of completion of the following professional developments:
1. Two (2) hours of Family and Community Engagement
2. Two (2) hours of child maltreatment training;
3. Two (2) hours of teen suicide awareness and prevention; and
4. One (1) hour of dyslexia awareness
These professional developments may be attained on ArkansasIDEAS, from the applicant’s teacher education program, or by another method of delivery approved by the Department under the Rules Governing Professional Development. ArkansasIDEAS professional developments can be found at: https://ideas.myarkansaspbs.org/training. When applying for licensure, documentation of course completion must be presented. A Provisional License may be issued to applicants who have not completed the professional developments prior to initial application.
Field Placement Requirements
Arkansas requires a state-specific clearance that is composed of three separate background checks. The state-specific clearance must be completed before student teaching begins. The steps to complete the required state-specific background checks are:
1. Complete the Online Background Check Consent Form
- When filling out this form, select Teacher (pre-service) as the reason for background check
2. Submit the background check payment
3. Applicants must complete the fingerprinting process by going to their nearest Approved Live Scan Location
- Bring a photo ID, copy of consent form, and a copy of payment receipt with Transaction ID
4. Complete the Arkansas Child Maltreatment Central Registry Check
- This background check can be completed by completing the form, having it notarized and mailing the form along with payment to the Arkansas Child Maltreatment Central
Registry.
5. Complete the Employability Status
- This can be completed online and can take up to four weeks to be determined.

Additional Coursework Requirements
California's Commission on Teacher Credentialing requires individuals who complete a teacher preparation program and receive a five-year preliminary credential to earn a clear credential. To earn a clear credential, applicants would complete a commission-approved teacher induction program. This cannot be completed during a GCU initial teacher licensure program and is met once a Preliminary credential is issued.
In addition, California's Commission on Teacher Credentialing offers CLAD and BCLAD permits. GCU's education programs do not include coursework that can be used to qualify for the Cross-cultural, Language, and Academic Development (CLAD) and Bilingual Authorization Permits (CLAD and BCLAD). This requirement will need to be completed during the Preliminary Credential time frame of five years. It is the student's responsibility to be aware of and meet the educational course requirements for the state in which they are applying for licensure.

The Idaho Department of Education will issue a three-year, non-renewable interim certificate to those who qualify under reciprocity. The following state-specific coursework requirements will need to be met prior to the expiration of the interim certificate. The IDDOE requires all Idaho teachers working on interim certificates to complete a state board approved Idaho Comprehensive Literacy course or assessment to meet a one-time requirement for full certification.
In addition, the Idaho Department of Education requires all Idaho teachers or administrators working on interim certificates, with an All Subjects (K-8) endorsement, any mathematics endorsement, Exceptional Child Generalist endorsement, Blended Early Childhood/Early Childhood Special Education endorsement, or Administrator certificate, must complete a state board approved Mathematical Thinking for Instruction, or another State Department of Education approved alternative course, as a one-time requirement for full certification.
In addition, the Idaho Department of Education requires out-of-state applicants to be reviewed by the hiring district for technology deficiencies and may be required to take technology courses to improve their technology skills. It is the student's responsibility to be aware of and meet the educational course requirements for the state in which they are applying for licensure.
Field Placement Requirements
The Idaho State Department of Education requires student teachers or any postsecondary candidates who have unsupervised contact with students in a public K-12 setting, complete a background check. This background check needs to be completed before student teaching can begin. The steps to applying for an Idaho background check are:
1. Request a fingerprint card, either via e-mail or picking one up from the Idaho State Department of Education.
2. Once the fingerprint packet is received, take the fingerprint card to the local police department or sheriff’s office to have prints rolled.

Transcript Review Required
Based upon a review of the state’s regulations on 01/25/2022, an individual applicant’s transcripts are reviewed by the licensure agency in Iowa to determine if the educational requirements for licensure have been met. In addition to educational attainment, the professional licensing agency may consider the applicant’s professional experience, level of educational attainment, background, criminal record, exam scores, etc., to determine if the individual applying for licensure meets the state requirements. Therefore, only the state can determine if the individual graduate meets the requirements for licensure. As a result, GCU cannot make that determination for the state. Based upon a review of the state’s regulations on 03/14/2022, an individual applicant’s transcripts are reviewed by the licensure agency in Missouri to determine if the educational requirements for licensure have been met. Students may need to take additional coursework outside of GCU's program. Licensure applicants who have completed an approved out-of-state program will go through a transcript analysis upon initial application. The Nebraska Department of Education will identify any coursework deficiencies during the transcript analysis.
In addition, the Nebraska Department of Education requires Human Relations Training and a Special Education requirement for any person seeking certification in Nebraska
The Human Relations Training Requirements can be met in any of the following ways:
1. Take one of the pre-approved courses,
2. Take an educational course dealing with diversity in the classroom from a state approved teacher education institution and the course does not appear on the list of pre-approved courses, OR
3. Employment experience(s) with school age children which provided an opportunity to acquire the six skills to meet the Human Relations Training requirement and can verify acceptable employment experiences by writing a narrative that addresses each of the six skills.
A Temporary Permit, valid for six months, may be issued if the Human Relations Training Requirement is not met.
The Special Education Requirement can be met in any of the following ways:
1. Complete a special education course at an approved teacher education institution that addressed exceptional child in the classroom,
2. Employment experiences which provided an opportunity to acquire the five skills required and can verify acceptable employment experiences in which the required five skills were obtained and write a narrative that addresses each of the five skills, OR
3. Applicant has not met this requirement and may be eligible for a Provisional permit.

GCU's MEd Secondary Education emphasis in Humanities and MEd Secondary Education emphasis in STEM programs do not meet this requirement. This coursework may have been met in the applicant's undergraduate program. Students should submit all undergraduate and graduate transcripts when applying for certification. The New York State Department of Education requires prescribed coursework in the areas of general core in liberal arts and sciences, content core in liberal arts and sciences, and pedagogical core. The general core requirement may include but is not limited to such courses as 6 semester hours in Historical and Social Sciences, 6 semester hours in Scientific Processes, and 6 semester hours in Mathematical Processes. The content core shall consist of 30 semester hours of coursework in the subject area of the certificate title sought (English, a language other than English, biology, chemistry, earth science, physics, mathematics, or social studies). For social studies (5-9) and social studies (7-12), within the 30 semester hour content core, the candidate shall complete coursework in economics and government, and a total of 21 semester hours of coursework that includes study in United States history, world history, and geography. Content coursework is not met within GCU's Master of Education in Secondary Education emphasis Humanities and Master of Education in Secondary Education emphasis STEM programs. This requirement may have been met in the individual's undergraduate program and will be determined during a transcript review.
GCU’s College of Education initial teacher licensure program graduates should apply to NYSED through the Individual Evaluation route. Students should submit all transcripts from each college or university they have attended when applying for certification. NYSED will complete a transcript analysis and will determine if an applicant meets certification requirements as well as any coursework deficiencies on a case-by-case basis. Only courses with a grade of C or above for undergraduate level, and B- or above for graduate-level courses are acceptable toward meeting content core requirements. All identified coursework deficiencies must be met prior to NYSED awarding an initial certificate. Additional Training Requirements

- Study in child abuse identification and school violence prevention and intervention (2 clock hours)

Field Placement Requirements
An Oregon fingerprint clearance/background check needs to be completed before practicum can begin. Oregon law requires student teachers, educators, school nurses and out-of-state student teachers in Oregon schools to be fingerprinted. Fingerprinting includes both an Oregon State Police (OSP) and FBI background check. Background checks take place once fingerprints have been taken at a Fieldprint office. Fingerprints are valid for 3 years from the fingerprint clearance date.

Transcript Review Required
Based upon a review of the state’s regulations on 03/14/2022, an individual applicant’s transcripts are reviewed by the licensure agency in Pennsylvania to determine if the educational requirements for licensure have been met. Additional Coursework Requirements
Applicants for Secondary Education certification in Pennsylvania are required to produce coursework for a certifiable major (in a secondary education content area) in order to meet subject-specific competencies in Pennsylvania. Coursework must be taken at an accredited institution and aligned to the subject area an individual wants to teach. GCU's Master of Education in Secondary Education with an Emphasis in Humanities (ITL) and Master of Education in Secondary Education with an Emphasis in STEM (ITL) programs do not meet this requirement. The Pennsylvania Department of Education will review applicant undergraduate and graduate transcripts to determine whether the student meets the state content area competency requirements only at the time of application for certification. GCU cannot advise anyone as to whether they will meet the state content area competency requirements as PDE will determine this on a case-by-case basis.
The subject-specific competencies for Social Studies and Social Science are difficult to meet if the individual does not have a Bachelor’s degree or higher in this field of study. If an individual does not have enough coursework to meet the subject-specific competencies in the content area in which the individual intends to teach, the individual will not receive a Secondary certificate in Pennsylvania.
Field Placement Requirements
Pennsylvania School Law requires all applicants of employment in Pennsylvania public and private schools, student teacher candidates, and employees of independent contractors seeking business with public and private schools to undergo background checks if the person will have direct contact with students. Pennsylvania background checks are composed of three different background checks. All three checks are needed to meet this requirement.

2. Complete the Application for Student Teaching Clearance in the Educator Portal.
3. Submit the non-refundable $105 Processing Fee online through the Educator Portal.
4. Complete the Fingerprinting Process and Criminal Records Review.
If enrolled in an online program offered by an out-of-state institution of higher education, applicants must submit a program description attached to a Request for Change/Action Form to be evaluated for program pre-approval. The edTPA is a performance assessment that is comprised of artifacts and video submissions. The Virginia Department of Education requires evidence of completion of certification or training in

■Cardiopulmonary resuscitation (CPR)
■The use of automated external defibrillators (AED)
The certification or training program must be based on the current national evidence-based emergency cardiovascular care guidelines for cardiopulmonary resuscitation and the use of an automated external defibrillator, such as a program developed by the American Heart Association or the American Red Cross.
In addition, all individuals seeking initial licensure – as well as license renewal – are required to complete a child abuse recognition and intervention course that meets Board of Education approved guidelines.
The Virginia Department of Education also requires every person seeking initial licensure or renewal of a license shall complete awareness training, provided by VDOE, on the indicators of dyslexia, as that term is defined by the board pursuant to regulations, and the evidence-based interventions and accommodations for dyslexia. This module is accessible from PCs and Mac computers.

Field Placement Requirements
Before student teaching can begin in Washington, students must apply for pre-residency clearance. Pre-residency clearance consists of program approval and submission of fingerprints for a background check. Two items will need to be requested from the university: verification of teacher program enrollment and an unofficial copy of transcripts. It may take up to a month to receive Pre-Residency Certification Clearance. There are two options for fingerprinting; fingerprint at an Educational Service District (ESD) or fingerprint at a law enforcement agency or private fingerprinting service.
Fingerprinting at an Educational Service District steps
1. Go to the Educational Service District and complete the electronic live scan fingerprint process.
2. Pay the fee.
3. The Educational Service District submits the fingerprints to the Office of Superintendent of Public Instruction.
Fingerprinting at a law enforcement agency or a private fingerprinting service steps
1. Request a fingerprint card from oppfp@k12.wa.us or ESD.
2. Once a fingerprint card is received in a mail, bring the card to a private fingerprinting agency or law enforcement agency to be fingerprinted.
3. Mail the completed fingerprint card and the fee to:

Additional Coursework Requirements
The Wisconsin Department of Public Instruction requires all applicants meet the requirements of Wisconsin Statutes and Administrative Rule. Students who complete a teacher preparation program outside of Wisconsin are not likely to have met them all. The coursework requirements needing to be met are listed below:

Applicants who have not met all requirements will be awarded a License with Stipulations. All stipulations must be satisfied or removed before the expiration date of the license. Students may require additional coursework outside of GCU's program. It is the student's responsibility to be aware of and meet the educational course requirements for their state.
Field Placement Requirements
The Wisconsin Department of Public Instruction requires applicants to complete a full semester of full-time student teaching or 18-weeks. GCU’s teacher preparation programs include 15 weeks of student teaching. When applying for licensure, applicants will be awarded a License with Statutory Stipulations. Applicants can meet this statutory stipulation by completing a verification of employment form confirming 18 weeks of successful full-time teaching experience. Statutory stipulations must be satisfied before the expiration of the License with Statutory Stipulations. It is the student’s responsibility to be aware of and meet the licensure requirements of their state.

The Wyoming Professional Teaching Standards Board (PTSB) requires applicants to demonstrate knowledge of the U.S. and Wyoming Constitutions. This requirement can be met by completing two PTSB approved multiple choice exams. The U.S. and Wyoming Constitution PTSB approved exams may be taken at any Wyoming School district administration office or, at the applicant's request, may be taken digitally with the exam being sent via e-mail.
If the applicant does not want to complete the requirement by demonstrating knowledge through an exam, a course in U.S. History may be taken instead. GCU's programs do not include coursework in U.S. History, therefore, additional coursework will need to be completed outside of the program.
