Biography
Jim Bolen is an emergency management professional with nearly two decades of experience in emergency services, spanning the fire service, EMS leadership, and local government emergency management. He currently serves as the Director of the Butler County (Ohio) Emergency Management Agency, where he oversees programs and teams that support incident coordination and response capabilities, including hazardous materials, technical rescue, and incident management functions. His career began in the fire service in 2006, where he served for six years and advanced to EMS Lieutenant before transitioning to emergency management. He has held progressive leadership roles in county emergency management, including LEPC Coordinator, Operations Manager, Planning & Operations Manager, and Deputy Director, supporting preparedness, response, and recovery through planning, training, exercises, and partnership development. Jim has also deployed as part of an incident management team to regional and national disasters, including Hurricane Ike, Hurricane Sandy, the Baltimore blizzard response, Hurricane Irma, and Hurricane Ian, serving in key command and general staff roles such as Planning Section Chief and Public Information Officer. His experience includes establishing and managing logistical staging areas and base camp operations, coordinating resources and commodities, and supporting emergency operations center staffing and mentorship. In addition to disaster deployments, he has supported complex local incidents in Ohio, including major flooding, tornado response, a mass casualty incident, and a hazardous materials rail incident. He also serves as Board Chair of Hold The Line Services, a nonprofit focused on expanding mental health support for first responders, active-duty military, and veterans. Jim holds a B.S. in Biblical Studies with a minor in Psychology and an M.S. in Safety, Security, & Emergency Management with concentrations in Emergency Management and Homeland Security.
