Biography
James Burns is an Adjunct Instructor teaching undergraduate courses in Emergency Management and Fire Science at the University of New Haven and Grand Canyon University. He is also a Battalion Chief and Deputy Emergency Manager with the Waterbury Fire Department, where he has served since 1994, bringing over 30 years of public safety leadership experience. A Certified Emergency Manager (CEM), he integrates real‑world emergency operations and policy into his teaching.
