Ormand Clarke, Ph.D., MPH, MBA, BSc, is an experienced public health educator, health care analyst, applied researcher, and MPH mentor with more than a decade of university teaching experience across public health, health care, and research-oriented disciplines. His academic preparation includes a Bachelor of Science in Health Education, a Master of Public Health, a Ph.D. in Public Health with training in epidemiology, and a Master of Business Administration in Health Care Administration. Dr. Clarke’s areas of expertise include epidemiology, biostatistics, public health policy, health services research, research methods, health care administration, health data analysis, program evaluation, population health, health education, and health equity. He currently serves as a Health Care Analyst with the Connecticut Department of Public Health, where his work involves health system planning, health care access and utilization, regulatory analysis, affordability, population need, disparities, health equity, and health-system performance. As a university faculty member, Dr. Clarke has taught undergraduate and graduate courses in epidemiology, biostatistics, public health policy, research methods, health care administration, public health data, health informatics, and capstone studies. He has also taught grant writing for public health programs and has guided students in developing public health projects, research plans, program proposals, and applied capstone work. In addition to classroom instruction, Dr. Clarke serves as a mentor to Master of Public Health students, supporting their academic development, professional growth, applied public health interests, and transition from graduate education into public health practice. His teaching approach emphasizes critical thinking, evidence-based decision-making, ethical leadership, academic development, professional readiness, and the practical application of public health knowledge to real-world health, health care, and community challenges.
